Judge Tosses Out-Of-Competition Testing

New York Supreme Court Judge rules that “out-of-competition testing” for drugs is arbitrary. The rule implemented by the New York State Racing and Wagering Board to better police unscrupulous owners and trainers from using drugs prohibited in racing was challenged by the Standardbred Owners Association of New York (SOA of NY). The SOA claimed that the testing was unfair to ethical trainers who are complying with the drug rules. Although this was a challenge for harness racing, the ruling has impact on Thoroughbred racing. It is not clear at this time whether the state will appeal the decision or attempt to modify the rule to comply. Read full story.
